1. Heat the oil in a large saucepan. Add the onion and celery and fry over low heat until soft and translucent. Add garlic and chili and fry for 1 minute. Add cumin, cinnamon, and coriander and fry, stirring, for 1 minute, then add the potatoes and cook, stirring, for a further 2 minutes.
2. Add the stock or water and lemon juice. Heat to simmering point, and then simmer gently for about 20 minutes until the potatoes are tender.
3. Add the fish and shellfish, tomatoes, herbs and season to taste with salt and pepper. Cook over low heat until the fish and shellfish are tender, and serve immediately.
