1. Preheat oven to 350F (176 C).
2. Heat oil in skillet & add onion, parsley, sesame seeds, and garlic. Sauté until onion is soft.
3. Add tomato paste, lemon juice, cumin, coriander, salt, paprika, cayenne, & water.
4. Stir and heat through.
5. Place fish in "8x8" baking dish and pour sauce over.
6. Bake 30-45 minutes.
