1. Heat 2 1/2 cups of milk in a medium saucepan over medium heat. Heat it until the milk is hot, but not boiling.
2. Add 4 ounces of chopped unsweetened chocolate and 1/2 cup of sugar to the milk. Stir the ingredients together until they are blended.
3. Add 3/4 teaspoon of cinnamon, 1/4 teaspoon of chili powder, and 1 seeded and sliced red bell pepper to the mixture. Bring the ingredients to a simmer.
4. Remove the red pepper strips. Their flavor will remain in the hot chocolate and serve hot.
